Renowned Insider Threat and Counterintelligence Leader Joins ClearForce to Strengthen Behavioral Risk Prevention and National Security Capabilities

Buckley is one of the nation’s most respected authorities in insider threat, counterintelligence, and personnel security, bringing more than 40 years of combined military and civilian service to the United States government.

Buckley played a foundational role in shaping the Department of Defense’s modern insider threat posture. He was selected to establish the Defense Insider Threat Management and Analysis Center (DITMAC), standing up a fully operational center of excellence in under a year. As Chief of Staff for Counterintelligence at the Defense Security Service (DSS), he led the DoD’s response to NDAA Section 951 and oversaw the historic transfer of the $1.4 billion dollar personnel vetting mission from OPM to DoD, impacting more than 6,000 staff. He also served as Director of Counterintelligence and Chief of the DSS Insider Threat Program, leading enterprise-wide risk mitigation efforts across 13,000 cleared defense contractors and guiding a $4.2 million dollar modernization initiative.

 

Earlier in his career, Buckley advanced enterprise counterintelligence and insider threat capabilities as an Intelligence Analyst at Headquarters Air Force, integrating emerging technologies and shaping strategic planning across the Defense Intelligence Enterprise. A retired Chief Master Sergeant (E-9), he served 21 years in the U.S. Air Force, supporting global operations during Operation ENDURING FREEDOM and DESERT STORM and providing protocol support for three Secretaries of Defense.
